Beast from the Sea, Inhabitants of the Earth, Lake of Fire

Caesar’s Devotees

The group called the inhabitants of the earth represents men who are omitted from the Book of Life because they give their allegiance to Caesar. In Revelation, theย group labeled the โ€œinhabitants of the earthโ€ is unrelenting in its hostility to the โ€œLambโ€ and those who follow him โ€œwherever he goes.โ€ Its members even celebrate the violent deaths of his โ€œTwo Witnesses.โ€ Unlike the โ€œnationsโ€ and the โ€œkings of the earth,โ€ this group is beyond redemption, and the names of its members are excluded from the โ€œBook of Life.โ€

The โ€œinhabitants of the earthโ€ show their devotion to Caesar and his Empire by rendering homage to the โ€œBeast from the Seaโ€ and its โ€œimage.โ€ In doing so, they repudiate the sovereignty of the โ€œLambโ€ and reject his pleas to repent before it is too late.

The term rendered โ€œinhabitantsโ€ in Revelation translates the Greek verb katoikeรด, meaning, โ€œto dwell, inhabit.โ€ In Revelation, it occurs only with negative connotations, and almost exclusively is used for โ€œINHABITANTS of the earth,โ€ a group that is always hostile to Jesus.

IN PERGAMOS

The first use of the term is in the โ€œletterโ€ to the โ€œmessengerโ€ of the church in Pergamos. In many interpretations, the phrase โ€œwhere Satan dwellsโ€ is applied either to the seat of the Roman provincial government that was based in Pergamos or to its temple dedicated to the veneration of the emperor. Either view may be correct. However, there is something larger in view. (Revelation 2:12-13).

In Pergamos, โ€œdwellโ€ is applied to Satan and to the church, and the latter certainly did not reside in the governorโ€™s residence or the emperorโ€™s temple.  Likewise, โ€˜Antipas,โ€™ would not have been executed in either location. Most likely, he died outside the city walls. And members of the congregation dwelled in the city. Yet Jesus assured them he was certainly aware that they lived where โ€œSatan dwells.โ€

Jesus promised the church in Philadelphia that he would keep them โ€œfrom the hour of trial, which is going to come upon the WHOLE HABITABLE EARTH, to try the INHABITANTS OF THE EARTH.โ€

The terms โ€œwhole habitable earthโ€ and โ€œinhabitants of the earthโ€ are applied to the same situation. Implicit is the wider geographical area that will be affected by this coming โ€œhour of trial.โ€ It will involve populations beyond the confines of Philadelphia and Pergamosโ€“ (Revelation 3:10).

IN DANIEL

The term, โ€œinhabitants of the earth,โ€ is derived from a passage in Daniel. After his downfall and restoration to the throne, Nebuchadnezzar declared to the residents of his kingdom:

  • (Daniel 4:34-35) โ€“ โ€œAnd I blessed the Most High, and I praised and honored him that livesย forever,ย for his dominion is an everlasting dominion, and his kingdom from generation to generation;ย and all theย INHABITANTS OF THE EARTHย are reputed as nothing; and he doesย according to his will in theย HOSTย OF HEAVEN, and among theย INHABITANTS OF THE EARTH; and none can stay his handย or say unto him,ย Whatย are you doing?โ€

In Chapter 6 of Revelation, the โ€œLambโ€ opened the โ€œfifth sealโ€ and John saw the โ€œsouls of them who had been slain for the testimony they heldโ€ underneath the โ€œaltar.โ€ The image is based on the altar of burnt offerings detailed in the Book of Leviticus. The blood of sacrificial victims was poured out at its base.

And that is the picture behind the vision of the martyred โ€œsoulsโ€ found at the base of the โ€œaltar,โ€ where they plead for vindication against the โ€œinhabitants of the earthโ€ โ€“ (Revelation 6:9-11).

Similarly, after the first four trumpets sounded, John saw an โ€œeagleโ€ pronouncing a warning – โ€œWoe, woe, woe, for the INHABITANTS OF THE EARTH, because of the other voices of the trumpet of the three angels who are yet to sound!โ€ โ€“ (Revelation 8:13).

The first four trumpets unleashed โ€œplaguesโ€ against the economy of the empire โ€“ its seaborne commerce, fresh water sources, and the like. The last three harmed the โ€œinhabitants of the earthโ€ themselves. โ€œBy these three plagues was the third part of men killed.โ€ Nevertheless, they โ€œrepented not of their murders, nor of their sorceries, nor of their fornication, nor of their thefts.โ€

THE BEAST

When the โ€œBeast from the Abyssโ€ killed the โ€œTwo Witnesses,โ€ the โ€œINHABITANTS OF THE EARTH rejoiced over them and made merryโ€ฆ for these two prophets tormented the inhabitants of the earth.โ€ While it was the โ€œBeast from the Abyssโ€ that carried out these violent acts, the โ€œinhabitants of the earthโ€ certainly took pleasure in the deaths of the โ€œTwo Witnesses.โ€

In Chapter 12, after the โ€œsonโ€ was โ€œsnatchedโ€ to the โ€œthrone,โ€ Satan was expelled from heaven and โ€œcast down to the earth.โ€ While heaven โ€œrejoiced,โ€ the โ€œgreat voice in heavenโ€ declared an ominous warning to the โ€œinhabitants of the earthโ€:

  • โ€œTherefore rejoice, O heavens, andย youย thatย tabernacleย in them. Woe for theย INHABITANTS OF THE EARTH andย the sea because theย Devil is gone downย to you, having great wrath, knowing that he has but a short time.โ€ย โ€“ (Revelation 12:12).

Here, two groups are contrasted, and this is indicated by the two verbs used: โ€œtabernacleโ€ and โ€œinhabit.โ€ โ€œTabernacleโ€ or โ€œtentโ€ indicates something temporary, such as a โ€œtentโ€ pitched during a journey. โ€œInhabitโ€ or โ€œdwellโ€ suggests something more permanent. And note the expansion of the expression to the โ€œinhabitants of the earth and THE SEA.โ€

Unless the passage is a warning to sea creatures, the references are not geographical. Elsewhere in the book, the โ€œseaโ€ is associated with the Abyss, and is a source of great evil that must be pacified.

As for the men who were โ€œtabernacling in heaven,โ€ the expulsion of the Devil meant rejoicing. For the โ€œinhabitants of the earth,โ€ it signified something far more ominous. The identity of the ones who were โ€œtabernacling in heavenโ€ is provided by the context – the โ€œbrethrenโ€ who โ€œovercame the Dragon by the blood of the Lamb.โ€

Precisely why the downfall of the โ€œDragonโ€ meant โ€œwoeโ€ to the โ€œinhabitants of the earthโ€ is not stated in the immediate passage. More relevant is the reaction of the โ€œDragonโ€ to the knowledge that he has a โ€œshort time.โ€ He vents his wrath, but NOT against the โ€œinhabitants of the earth,โ€ but instead, against โ€œthose who have the testimony of Jesus.โ€

And the last clause links the latter group to the martyrs who were seen โ€œunder the altarโ€ in the โ€œfifth seal,โ€ the ones who were slain on account of โ€œtheir testimony.โ€

CONTRASTING GROUPS

The same two groups are found again in Chapter 13, those who โ€œtabernacle in heavenโ€ and the โ€œinhabitants of the earthโ€ – (Revelation 13:4-10).

The rhetorical question concerning the โ€œBeast from the Sea,โ€ – โ€œWho is like him, and who can make war with himโ€ – is reminiscent of Nebuchadnezzarโ€™s declaration – โ€œHe does according to his will in the host of heaven, and among the INHABITANTS OF THE EARTH, and none can stay his hand or say to him, What are you doing?โ€

As is now clear, the literary source of the two contrasting groups, those who โ€œtabernacle in heaven [HOST OF HEAVEN]โ€ and the โ€œinhabitants of the earth,โ€ is the same passage in the book of Daniel – (Daniel 4:34-35).

In Chapter 13, the โ€œslanderโ€ of the โ€œmouth that was given to the Beastโ€ is directed against โ€œthose who tabernacle in heaven.โ€ The reference is NOT spatial. These two terms differentiate between two groups based on their allegiance either to the โ€œLambโ€ or to the โ€œBeast.โ€ The followers of the โ€œLambโ€ have not taken up permanent residence in the present age, on the earth, or in the sky, therefore, they are described as โ€œtabernacling.โ€

The term โ€œslanderโ€ refers to accusations brought against the saints by the โ€œaccuser of the brethren,โ€ presumably, in the earthly courts of the Empire. A parallel is found in the letter to the church at Smyrna where the congregation is โ€œslanderedโ€ before local authorities by Jews from the โ€œsynagogue of Satan.โ€

What identifies a person as a member of the โ€œinhabitants of the earthโ€ is not his physical location, but whether his name is excluded from โ€œthe Lambโ€™s Book of Life.โ€ In other words, all those who render homage to the โ€œBeast.โ€

THE FALSE PROPHET

The second โ€œBeast from the earth,โ€ the โ€œFalse Prophet,โ€ is seen ascending from the โ€œearthโ€ to deceive the โ€œearth and its inhabitants.โ€ This demonstrates that โ€œearthโ€ means something beyond the physical planet.

Just as the โ€œSeaโ€ and the โ€œAbyssโ€ are sources of evil, so, also, is the โ€œearth.โ€ This explains why the expulsion of Satan from heaven means โ€œwoeโ€ to those โ€œinhabiting the earth and the sea.โ€ It will mean disaster to the unrepentant since his unleashing to persecute the church will culminate in the final judgment on all whose names are not โ€œwritten in the Book of Life.โ€

This โ€œFalse Prophetโ€ has two horns โ€œlike a lamb,โ€ and performs the same โ€œsignsโ€ done previously by the โ€œTwo Witnesses.โ€ Thus, he imitates the โ€œLambโ€ and his โ€œwitnesses.โ€ Similarly, the โ€œfirst Beastโ€ received the โ€œstroke of deathโ€ but lived, a parody of the death and resurrection of Jesus.

This suggests that the deceptions propagated by Satanโ€™s earthly agents mimic and counterfeit the true faith. In response to the โ€œsignsโ€ performed by the โ€œFalse Prophet,โ€ the โ€œinhabitants ofย the earthโ€ take the โ€œmark of the Beast,โ€ sealing their ominous fate.

In Chapter 14, an angel โ€œflying in mid-heavenโ€ proclaims the everlasting gospel to the โ€œinhabitants of the earth,โ€ AND to โ€œevery nation and tribe and tongue and people.โ€ This means the โ€œnationsโ€ and the โ€œinhabitants of the earthโ€ are not necessarily identical.

The angel summons his target audience to โ€œfear God and give him glory; for the hour of his judgment is come.โ€ Rather than to the โ€œBeast,โ€ they must โ€œrender homage to him that made the heaven and the earth and the Sea and the fountains of waters.โ€ Two more angels follow and pronounce judgment on โ€œBabylon.โ€ This means God has provided the โ€œinhabitants of the earthโ€ ample opportunities to repent – (Revelation 14:6-13).

โ€œBabylon, the Great Harlotโ€ is described in detail in Chapter 17. She is the one with whom the โ€œkings of the earthโ€ and the โ€œinhabitants of the earthโ€ commit โ€œfornication.โ€

As with the โ€œnations,โ€ so the โ€œkings of the earthโ€ are distinguished from the โ€œinhabitants of the earth,โ€ though both groups are corrupted by โ€œBabylon,โ€ she who is drunk with the โ€œblood of the saints, and with the blood of the martyrs of Jesus.โ€

This โ€œGreat Harlotโ€ is carried by the โ€œBeastโ€ that has โ€œseven heads and ten horns.โ€ It โ€œwas and is not; and is going to ascend from the Abyss,โ€ references to the previous slaying and revivification of the โ€œBeast from the Sea,โ€ and to the ascent of the โ€œBeast from the Abyssโ€ that destroyed the โ€œTwo Witnesses.โ€

The book of Revelation pulls together themes from the preceding visions. The constant factor in the several visions is the hostility of the โ€œinhabitants of the earthโ€ to the โ€œLambโ€ and his servants, and their choice of the โ€œBeast from the Sea,โ€ his โ€œname,โ€ and his โ€œmarkโ€:

  • โ€œAndย theย inhabitants of the earthย shall wonder,ย whose name hasย not been written in the Book of Lifeย from the foundation of the world when they behold the Beast, how that he was, and is not, and shall comeโ€ โ€“ (Revelation 17:1-8).

Their consistent refusal to render homage to the โ€œLambโ€ explains why their โ€œname is not written in the Book of Life.โ€ At the final judgment, โ€œDeath and Hades were cast into the lake of fire, the second death. And if anyone was not found written in the Book of Life, he was cast into the lake of fireโ€ โ€“ (Revelation 20:11-15).

Their history of unrelenting hostility to the โ€œLambโ€ explains why the โ€œinhabitants of the earthโ€ are nowhere found in the โ€œcity of New Jerusalemโ€ in chapters 21 and 22. In Revelation, at times, the โ€œnationsโ€ and the โ€œkings of the earthโ€ resist the โ€œLamb.โ€ Nevertheless, both groups are found at the end of the book in the holy city, therefore, they are not without hope:

  • โ€œAnd the city hasย no need of the sun, neither of the moon, to shine upon it: for the glory of God did lighten it, and the lamp thereof is the Lamb.ย And theย NATIONSย shall walk amidst the light thereof: and theย KINGS OF THE EARTHย bring their glory into itโ€ – (Revelation 21:23-24).

But, as a group, the โ€œinhabitants of the earthโ€ are beyond redemption, not because God is powerless to save them, but because they refuse His every offer. No matter how many plagues He sends, they refuse to repent, nor do they respond to His summons to repent, and only harden their hearts even more.

Rather than follow the โ€œLamb,โ€ the โ€œinhabitants of the earthโ€ฆ render homage to the Beastโ€ and welcome its โ€œmark.โ€ They prefer the counterfeit faith offered by Satanโ€™s earthly agents. And so, their names are excluded from the โ€œBook of Life.โ€ Godโ€™s condemnation of the unrepentant to the โ€œLake of Fireโ€ is fully justified.
